New Quality Management Standards published in the Government Gazette

As of 31 December 2025, the revised Supplementary Regulations Quality Management (NVKM) and Standard Quality Management 2 (SKM2) have been published and apply in phases to all licensed audit firms.
On 31 December 2025, the revised Supplementary Regulations Quality Management (NVKM) were published in the Government Gazette. Simultaneously, Standard Quality Management 2 (SKM2) entered into force, setting specific requirements for the execution of engagement-level quality reviews (EQR).
What is SKM2?
SKM2 governs the execution of the EQR at engagement level. The standard applies to statutory audits of financial years commencing on or after 15 December 2025. The EQR must be completed before the audit opinion is issued and provides an additional safeguard for audit quality.
Phase-in timeline
The new standards apply from 1 January 2025 for OOB firms, from 1 January 2026 for regular licence holders, and from 1 January 2027 for other audit firms. Firms should assess their quality control systems against the new requirements in a timely manner. The HRA 2025 (published July 2025) contains the consolidated text of all applicable standards.
